No, it is not defective generally, it is the problem of your incorrect settings. Please follow the steps as below to correct settings:

Step 1:add French to be your language input(you can go to device's setting--general management--language input to check)
Step 2:make the wireless keyboard to be French(you can go to device's setting--general management--input language--keyboard to check)
Step 3:if there are other languages input installed in your tablet, for example English, please press Ctrl+Space to switch to French before writing(It will show on your screen of tablet you are switching ).
